How Do Electric Rates Change?

Across New England, regulated electric utilities must file formal requests with their state’s utility commission before any rate adjustment can take effect. These filings undergo a review process where regulators evaluate the utility’s costs, proposed investments, and projected revenues before issuing an order that approves, modifies, or rejects the request.

For residential and small-business customers on default supply rates, most New England states update these rates on a six-month cycle. For example, in Rhode Island, Last Resort Service rates are reviewed and set for two seasonal periods each year. Massachusetts follows a similar model: Basic Service supply is procured in six-month blocks.

Recent filings across the region show a consistent pattern: rate levels are adjusted on a regular schedule, and utilities often recieve some level of increase or cost recovery—even when regulators scale back on the original request.
