On Thursday, September 19th, the Rhode Island Department of Public Utilities announced approval for a 57.7% electric rate increase for Rhode Island Energy customers on the Last Resort Service. This rate hike will increase the price from 10.4 cents per kWh over the summer to 16.4 cents per kWh, starting on October 1st, 2024, and lasting until March 31st, 2025. For the average household, this translates to about a 22% increase in their monthly electric bill.

Why Did Rhode Island Energy Increase Rates?

The primary reason for this increase is the rising demand for natural gas, which many people rely on to heat their homes during the winter. Since natural gas fuels more than 50% of New England’s electricity generation, its demand surges in the colder months, leading to higher electricity rates. This isn’t a new trend, as energy prices generally rise in the winter across this region due to these supply-and-demand dynamics.

Though this winter’s rate of 16.4 cents per kWh is slightly lower than last year’s 17.7 cents per kWh, it’s still significantly higher than the 2021 winter rate, of 10.9 cents per kWh. This pattern is accredited to the strong relationship between electricity prices and fluctuating energy market conditions.

Who Is Affected by the RI Energy Rate Change?

This rate change primarily impacts Rhode Island Energy’s Last Resort Service customers, which make up about 75% of the company’s customer base. These customers receive both electricity delivery and supply directly from Rhode Island Energy.

The remaining 25% of customers, who live in cities and towns using third-party electricity suppliers, are not directly affected by this rate change but may experience rate adjustments later. Winter rates for these customers typically change on November 1st. Communities using third-party suppliers include Narragansett, Newport, Portsmouth, South Kingstown, Barrington, Central Falls, and Providence.

How Are Electric Bills Calculated?

Your electric bill consists of three main components:

1. Supply Charges: The supply charge reflects the cost of electricity you consume. It’s calculated by multiplying your usage (in kWh) by the supply rate, which is where the recent increase applies.

2. Delivery Charges: This is the cost of transporting electricity from the power source to your home. This part of your bill remains unaffected by the rate increase but varies based on your overall usage.

3. Fees and Other Service-Related Charges: These additional charges cover various expenses such as maintenance, customer service, and regulatory costs. While these do not change frequently, they can still contribute significantly to your total bill.

Although the electric rate increased by 57.7%, it only results in the average electric bill increasing about 22% because the rate change applies solely to the supply portion, not the entire bill. The delivery charges and fees remain unchanged, so the overall impact on your bill is less than the full rate increase.
